Plata o Plomo?: Bribe and Punishment in a Theory of Political Inuence
نویسندگان
چکیده
We present a model where groups attempt to exert inuence on policies using both bribes (plata, Spanish for silver) and the threat of punishment (plomo, Spanish for lead). We then use it to make predictions about the quality of a countrys public o¢ cials and to understand the role of institutions granting politicians with immunity from legal prosecution. The use of punishment lowers the returns from public o¢ ce and reduces the incentives of high ability citizens to enter public life. Cheaper plomo and more resources subject to o¢ cial discretion are associated with more frequent corruption and less able politicians. Moreover, the possibility of punishment changes the nature of the inuence game, so that even cheaper plata can lower the ability of public o¢ cials. Protecting o¢ cials from accusations of corruption (immunity) will decrease the frequency of corruption and may increase the quality of politicians if the judiciary is weak. These predictions are the opposite to those emerging from a model where only bribes are used. JEL Classi cation: D72, D78, K4.

We study the quality of politicians when groups attempt to exert influence on policies by using both bribes (plata, Spanish for silver and money) and the threat of punishments (plomo, Spanish for lead). Contrary to the case in which groups use only bribes (as is traditional in the literature) and more capture does not damage the equilibrium quality of politicians, in the general case where also...

As an instrument of corruption control, it has been argued that asymmetric punishment can eliminate harassment bribery if whistle-blowing is cheap and e ective. Why do drug traffickers fight states? In Mexico, Colombia and Rio de Janeiro, Brazil, cartel state conflict has been just as lethal, disruptive, and prolonged as civil war. Yet rebel insurgents fight for and sometimes win formal concessions or outright victory. Why fight the state if, like cartels, you seek neither to topple nor secede from it? More puzzling, recent militarized state crackdowns...
متن کاملExpression of Ghrelin and Its Receptor mRNA in Bovine Oocyte and Cumulus Cells
Energy balance is regulated by ghrelin that is a neuroendocrine modulator. Ghrelin is expressed in reproductive organs. However, the role of ghrelin during in vitro maturation and bovine preimplantational development is limited. The purpose of this study was to determine the expression of ghrelin (GHRL) and its receptor growth hormone secretagogue receptor 1A (GHS-R1A) mRNA expression, and cumu...
